Kevin Brancato is the Senior Vice President of Product Strategy at TechnoMile, where he guides the company’s vision and strategy to deliver transformative, AI-enabled cloud solutions that help government contractors transform and mature their business processes and harness the power of data to gain an information advantage and elevate enterprise performance.

For more than two decades, Kevin has researched, modeled, and analyzed the federal government’s budget and spending and worked to transform this data into actionable intelligence for both the public and private sectors. Prior to joining TechnoMile in 2021, he served as the Product Management Director at Bloomberg Government and led BGOV’s product strategy, directing the company’s product, data, and analysis teams. Prior to BGOV, Kevin was a management scientist at the RAND Corporation, where he analyzed weapon system cost and defense manpower policies.

Kevin received a PhD in Economics from George Mason University and a BA in Mathematics-Statistics from Columbia University.

Aaron Ralph is a partner in Pillsbury’s Government Contracts & Disputes practice, where he helps clients navigate intellectual property matters, cost and pricing issues, internal investigations, and compliance obligations, as well as bid protests and contract claims litigation.

Aaron has helped defense, national security, information technology, health technology, construction, and logistics companies work with government agencies, including the National Institutes of Health and the Departments of Defense, Energy, and Veterans Affairs. He has advised contractors negotiating intellectual property rights with the government, reviewed contractors’ internal controls to improve compliance with federal requirements, and helped clients avoid suspension and debarment. He has also counseled clients contemplating mergers and acquisitions involving government contractors and advised clients who are entering the government market for the first time. Aaron has also participated in a wide range of investigations, where he has analyzed issues as diverse as compliance with cybersecurity requirements and allegations of fraud.

Toghrul Shukurlu’ s practice focuses on a broad spectrum of government contracts law. Togh represents clients in bid protests, size protests, claims against government agencies, as well as disputes between prime contractors and subcontractors.

Togh regularly advises on contract and regulatory compliance matters and assists clients with negotiations of transactional instruments like teaming agreements, subcontracts, mentor-protégé agreements and joint venture agreements.

Togh has extensive experience counseling buyers and sellers in mergers and acquisitions involving government contractors and leads Pillsbury’ s Government Contracts M&A focus group. Togh also serves as a Vice-Chair of the Bid Protest Committee of the American Bar Association’ s Public Contract Law Section.

A magna cum laude graduate of the Antonin Scalia Law School at George Mason University, Togh served as editor-in-chief of the George Mason Law Review. He interned during law school with the Loudoun County (Va.) Public Defender’ s Office.
