Government-wide acquisition contracts and other large multiple award vehicles are the dominant avenue for doing business with the government. 

We dove into an analysis of GWACs, MACs and the BICs – best-in-class contracts. We addressed questions such as how these vehicles are being used, who is using them and who are the dominant contractors that hold the prime positions on these vehicles.

Government leaders who manage these large vehicles provided an update on their programs and how they are evolving. They also provided advice and insights on how these contractor community can best leverage these vehicles.

We explored what companies should do when they don’t win a spot on these vehicles. It can be a challenge to grow but there are alternatives.

Lawrence Hale is the Deputy Assistant Commissioner for Category Management within the Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State, and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services, and solutions. 

In this role, Mr. Hale provides executive leadership over a broad portfolio that customer agencies use to buy over $42 billion in IT products and services. These solutions include the Government-wide Acquisition Contracts (GWACs): Alliant 2, VETS 2, and 8(a) STARS III. His portfolio also includes the IT Multiple Award Schedule, Enterprise Infrastructure Solutions (EIS) and the USAccess shared services program. Larry’s guidance and oversight of the category teams ensure that GSA continues to play a critical role in the Administration’s IT modernization efforts to drive a more efficient and effective government for the American people.

Mr. Hale is also Chair of the Federal Secure Cloud Advisory Committee (FSCAC). Among other things, the FSCAC provides advice and recommendations to the GSA Administrator, the FedRAMP Board, and to agencies on technical, financial, programmatic, and operational matters regarding secure adoption of cloud computing products and services.

Ms. Katherine C. Thompson is the Deputy Executive Director of the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Maryland, a major contracting center of the U.S. Army Contracting Command.
Prior to her selection as Deputy Director of ACC-APG, Ms. Thompson served as Chief of the Contracting Operations (CONOPS) Division at ACC-APG. In CONOPS Ms. Thompson and her team supported thirteen buying divisions, staff, and the Senior Contracting Official through policy initiatives, engagements, training compliance, audit support, cost and price initiatives, contract administration, and competition advocacy. Ms. Thompson previously served as the Chief of the Contracting Office (COCO) providing contracting support to the Army Combat Capabilities Development Command (DEVCOM) Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, the DoD Office of Small Business Programs APEX Accelerators and Mentor Protégé Programs, and the Communications and Electronics Command, National Security Engineering Center, Federally Funded Research and Development Center with MITRE Corporation.
Ms. Thompson was also the Branch Chief and Lead Contracting Officer executing the $37B Responsive Strategic Sourcing for Services (RS3) contract, providing customized best value contracting solutions to a diverse group of organizations across the DoD and federal government that require professional support services across the spectrum of C5ISR mission requirements.
Ms. Thompson holds a Master of Science in Business Management specializing in Acquisition and Supply Chain Management from the University of Maryland University College, and a Bachelor of Arts in English Literature and Political Science from Saint Joseph’s University in Philadelphia.

Molly Broemmelsiek joins Government Executive with a demonstrated track record leading revenue teams at B2B SaaS and information services companies and currently serves as the Executive Vice President of Data Sales. 

Most recently, Molly served as the chief revenue officer at The Block, a leading information services brand in the digital asset space, where she oversaw sales, account management, and revenue operations.  

Molly oversaw The Block’s rapid growth across its B2B subscription and sponsorship business lines and was responsible for managing and growing The Block into a $20M+ business during her tenure.

Prior to The Block, Molly was the vice president of sales of EVERFI. In this role, she oversaw new client partnerships for EVERFI's Workplace Culture Network.  

Molly also spent nearly ten years leading both sales and account management teams at National Journal, a subsidiary of Atlantic Media Company.   While at National Journal, she helped to launch their Membership business in addition to their custom content platform. Before that, she worked in customer success at Cvent. 

Molly is a graduate of the University of Virginia, and she lives in Washington, DC.
