As one of the largest civilian agencies, the Homeland Security Department controls a massive, annual IT and professional services budget in order to meet its mission.
Under the Trump administration and new DHS Secretary Kristi Noem, the department has undergone a significant restructuring with some areas being less emphasized while others have seen increases in responsibilities and funding, particularly immigration enforcement efforts.
Overall, DHS represents a growth opportunity for contractors, but companies need to be acutely aware of the internal shifts going on at the department.
At this Power Breakfast senior DHS officials discussed their new priorities, including mission initiatives and how procurement at DHS is changing as more acquisitions are consolidated at GSA.

Ron is an executive leader within Harmonia’s National Security and Defense Portfolio and has over 30 years of law enforcement experience to include 24 years with U.S. Immigration and Custom Enforcement’s Homeland Security Investigations (HSI). Ron most recently was the acting Deputy Assistant Director for HSI’s Cyber and Operational Technology division serving as the senior executive managing a $170M discretionary budget with 330 direct reports. In this capacity he supported HSI and the Department of Homeland Security (DHS) by improving methods for managing different types of information and operational technology and directed how those tools were shared with other agencies and organizations.
Prior to that assignment Ron was the Division Chief for the Department of Homeland Security’s Cyber Crimes Center which provided a wide range of digital forensic, cyber intelligence and investigative support for the Department. Ron has received numerous awards to include a DHS Secretary’s Commendation, Team of the Year, and Exceptional Duty Medal. Ron holds a B.S. in Computer Forensics and Digital Investigations from Champlain College and graduated Summa Cum Laude.

Beth Cappello is the founder and principal of Cappello Advisory Practice, a consulting firm that helps organizations strengthen their civic impact through effective technology strategy. She retired in 2024 as the Deputy Chief Information Officer at the U.S. Department of Homeland Security (DHS), where she brought more than three decades of federal leadership experience to one of the largest cabinet agencies in government.
During her tenure, Beth led transformative initiatives including the establishment of the DHS Network Operations Security Center and Cyber Security Provider programs, modernization of telecommunications infrastructure, and the strategic transition from legacy data centers to cloud adoption. As Acting Chief Information Officer, she guided DHS technology operations during the COVID-19 pandemic, ensuring secure and resilient enterprise services for over 240,000 federal employees.
Her federal career also included senior leadership roles at U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement where she oversaw large-scale IT modernization efforts. A U.S. Marine Corps veteran, Beth has been recognized with the DHS Distinguished Service Medal, the Department’s highest civilian honor, and the Presidential Distinguished Rank Award for sustained excellence in government leadership.
She holds degrees from Johns Hopkins University and is a graduate of the Harvard Senior Managers in Government and National Defense University Advanced Management programs.

Mr. Hannah a complete-lifecycle executive with experience in strategic planning, technical operations, PMOs, contracts and HR, finance, and large-scale IDIQ contracting as well as a 20+ year career leading all phases of federal sales. He specializes in developing realistic, requirements-based strategic plans and leading teams to execute those plans with close client cooperation and buy-in. He has managed the full sales lifecycle at companies worth over four billion dollars, led IDIQ proposals at the largest integrators in government, and grown companies exponentially by leading teams through a defined sales process. Over the course of his career, Mr. Hannah has also been a management and technology consultant in organizational change at the Federal Agency level, including in top-secret SCI level programs, a successful small-business officer, and a leader and mentor to his teams establishing long-term change in processes, goal attainment, and change management.
Mr. Hannah also has over 20 years’ experience in proposal reviews, technical and management volume writing and leadership, color team establishment and reviews at all gates, compliance matrices, and managed proposals varying from over $1 billion single-award, $8 billion multi-award, to under $30 thousand task orders. Since 1998, he has led, written, evaluated, and/or supported over 900 proposals, maintaining an overall win rate of 66%. Over this time, he has also gained and implemented specialized training in Price-to-Win/Position-to-Win, Black Hat reviews, multi-year campaigns and strategic growth, and attended the University of Chicago-Booth School of Business in strategic marketing.
Asif Husain

Asif Husain leads Information Security engagement and strategy as part of Smartsheet’s Office of the CISO (OCISO), with a focus on Smartsheet’s Public Sector practice. Smartsheet is a cloud-based SaaS provider and a leader in the collaborative work management (CWM) space.
Mr. Husain has been with Smartsheet for over 4 years. Previously, Mr. Husain lead product strategy and management initiatives for ServiceNow’s Public Sector practice, as well as security and business development initiative across large enterprise, commercial, and public sector market segments. Overall, Mr. Husain possesses 29 years of deep knowledge of information technology, information security, as well as project and product management within both the public sector and commercial spaces. Mr. Husain possesses an MBA from the Darden School of Business at the University of Virginia, as well as Master’s and Bachelor’s degrees from Carnegie Mellon University.
On a personal level, Asif Husain is married with 3 daughters.

Aaron helps companies identify and mitigate risk, coordinate and plan business operations, and understand federal market dynamics. He uses his extensive leadership experience to steer corporate leaders across a vast array of commercial sectors through security risk management and organic growth planning and decision-making. Aaron also specializes in guiding companies to understand and navigate growth opportunities within the federal government.
Previously, Aaron was the Deputy Executive Assistant Administrator for Operations Support at the Transportation Security Administration (TSA) where he led TSA’s global strategies, security policy, industry engagement, intelligence and analysis, vetting programs, and requirements and capabilities analysis. He also served as Chief of Staff for the Chief of Operations where he also supported and directed the Offices of Security Operations, Law Enforcement/Federal Air Marshal Service.
Aaron served as a Captain (O-6) in the U.S. Coast Guard and retired after 24 years of service. In his last assignment, he acted as the Coast Guard Commandant’s strategic advisor where he specialized in emerging strategies and policy issues. Aaron also previously served as the Operations Officer of the Maritime Security Response Team (MSRT) – the Coast Guard’s high-risk law enforcement and counter-terrorism unit. While at the MSRT, he served as the Service’s liaison to the Federal Bureau of Investigation Hostage Rescue Team. He was also a Commanding Officer of a Patrol Boat and held staff assignments in the Chief of Staff’s office during the establishment of the Department of Homeland Security and the Commandant’s Strategic Analysis Directorate.
Krista Sweet

Krista Sweet became Vice President of Civilian Agencies at PSC in November 2021.
She leads policy, programs, and advocacy on behalf of members with federal civilian agencies, with an emphasis on the Department of Homeland Security (DHS), the Department of Health and Human Services (HHS), the Department of Veterans Affairs, and the Department of Energy (DOE).
Sweet brings to her role significant experience designing programs that foster collaboration between government and industry to address business and mission challenges. She has developed and coordinated more than thirty industry-led federal acquisition training programs for various federal agencies, including DHS, HHS, DOE, EPA, DoD, GSA, IRS, and the State Department. She also led the development of an Executive Tour program that brought government contractors to visit homeland security operations across U.S. land, sea, and air borders to help them better understand DHS’s mission environment and technology needs. Prior to joining PSC, Sweet spent ten years as the Director of Policy at the Homeland Security & Defense Business Council. From 2007-2011, she worked at the Maryland Emergency Management Agency where she advised the Executive Director and the Governor’s Homeland Security Adviser on strategy, policy, and investment decisions for more than $500 million in federal homeland security grant funds for the National Capital Region. From 2005 – 2007, Sweet served as a staff attorney at the Center for Health and Homeland Security where she advised state agencies on legal and policy issues involving public health emergencies. She previously spent three years in private legal practice at a Baltimore litigation firm. She received her J.D. and certificate in health law from the University of Maryland School of Law and her B.A. from the University of Wisconsin-Madison.
