As one of the largest civilian agencies, the Homeland Security Department controls a massive, annual IT and professional services budget in order to meet its mission.

Under the Trump administration and new DHS Secretary Kristi Noem, the department has undergone a significant restructuring with some areas being less emphasized while others have seen increases in responsibilities and funding, particularly immigration enforcement efforts.

Overall, DHS represents a growth opportunity for contractors, but companies need to be acutely aware of the internal shifts going on at the department.

Ron is an executive leader within Harmonia’s National Security and Defense Portfolio and has over 30 years of law enforcement experience to include 24 years with U.S. Immigration and Custom Enforcement’s Homeland Security Investigations (HSI).  Ron most recently was the acting Deputy Assistant Director for HSI’s Cyber and Operational Technology division serving as the senior executive managing a $170M discretionary budget with 330 direct reports. In this capacity he supported HSI and the Department of Homeland Security (DHS) by improving methods for managing different types of information and operational technology and directed how those tools were shared with other agencies and organizations. 

Prior to that assignment Ron was the Division Chief for the Department of Homeland Security’s Cyber Crimes Center which provided a wide range of digital forensic, cyber intelligence and investigative support for the Department.  Ron has received numerous awards to include a DHS Secretary’s Commendation, Team of the Year, and Exceptional Duty Medal.  Ron holds a B.S. in Computer Forensics and Digital Investigations from Champlain College and graduated Summa Cum Laude.

Beth Cappello is the founder and principal of Cappello Advisory Practice, a consulting firm that helps organizations strengthen their civic impact through effective technology strategy. She retired in 2024 as the Deputy Chief Information Officer at the U.S. Department of Homeland Security (DHS), where she brought more than three decades of federal leadership experience to one of the largest cabinet agencies in government.

During her tenure, Beth led transformative initiatives including the establishment of the DHS Network Operations Security Center and Cyber Security Provider programs, modernization of telecommunications infrastructure, and the strategic transition from legacy data centers to cloud adoption. As Acting Chief Information Officer, she guided DHS technology operations during the COVID-19 pandemic, ensuring secure and resilient enterprise services for over 240,000 federal employees.

Her federal career also included senior leadership roles at U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement where she oversaw large-scale IT modernization efforts. A U.S. Marine Corps veteran, Beth has been recognized with the DHS Distinguished Service Medal, the Department’s highest civilian honor, and the Presidential Distinguished Rank Award for sustained excellence in government leadership.

She holds degrees from Johns Hopkins University and is a graduate of the Harvard Senior Managers in Government and National Defense University Advanced Management programs.

Krista Sweet became Vice President of Civilian Agencies at PSC in November 2021.

She leads policy, programs, and advocacy on behalf of members with federal civilian agencies, with an emphasis on the Department of Homeland Security (DHS), the Department of Health and Human Services (HHS), the Department of Veterans Affairs, and the Department of Energy (DOE).

Sweet brings to her role significant experience designing programs that foster collaboration between government and industry to address business and mission challenges. She has developed and coordinated more than thirty industry-led federal acquisition training programs for various federal agencies, including DHS, HHS, DOE, EPA, DoD, GSA, IRS, and the State Department. She also led the development of an Executive Tour program that brought government contractors to visit homeland security operations across U.S. land, sea, and air borders to help them better understand DHS’s mission environment and technology needs. Prior to joining PSC, Sweet spent ten years as the Director of Policy at the Homeland Security & Defense Business Council. From 2007-2011, she worked at the Maryland Emergency Management Agency where she advised the Executive Director and the Governor’s Homeland Security Adviser on strategy, policy, and investment decisions for more than $500 million in federal homeland security grant funds for the National Capital Region. From 2005 – 2007, Sweet served as a staff attorney at the Center for Health and Homeland Security where she advised state agencies on legal and policy issues involving public health emergencies. She previously spent three years in private legal practice at a Baltimore litigation firm. She received her J.D. and certificate in health law from the University of Maryland School of Law and her B.A. from the University of Wisconsin-Madison.
