The Homeland Security Department has a board mission with multiple stakeholders, from other federal agencies to state and local entities as well as the private sector.
Through its component agencies, DHS is one of the biggest spenders in the market with an IT budget of $8 billion and a professional services spend that totaled another $8.5 billion in fiscal 2023. The department’s IT and professional services spending grew by 14% and 8.4% respectively.
We’ll have senior DHS officials on hand to discuss their priorities, including mission initiatives as well as how DHS is evolving the way it works with industry.
This Power Breakfast will have a special focus on how the different components work together, upcoming opportunities, and what DHS wants from the contractors who serve the department.

David Blair
Deputy CIO

David Blair was appointed the Deputy Chief Information Officer (DCIO) for Delivery in the Office of Information Technology (OIT) on July 2, 2023.
Blair joined OIT in 2017 as Chief of the Transformation Delivery Division. In this capacity he was also appointed the Program Manager of the USCIS Transformation Program after a schedule breach due to several years of struggling to modernize USCIS benefits processing operations. Blair rescued the program by restoring a healthy organizational culture and remediating substantial programmatic and technical deficiencies. He also optimized the development and delivery of technology solutions through a “platform of services” model centered on digital case processing and adjudications domains. He is now one of only a handful of program managers who have succeeded in taking an Acquisition Level 1 program to Acquisition Decision Event 3 (ADE-3) and achieving Full Operational Capability (FOC).
Before joining the OIT team, Blair served as Chief of the Capability Delivery Division in the Office of Transformation Coordination where he delivered digital products and services via a web-based solution called the Electronic Immigration System. In this role, Blair introduced performance-driven procurement strategies centered around short-term, multi-award contracts aimed at attracting small businesses with exceptional technical skills and expertise in iterative software development practices.
Before joining USCIS in 2012, Blair lived in San Diego, CA where he held a variety of positions in both public and private industry primarily focused on defense-related projects that provided critical software and systems engineering support to naval information warfare.
Blair served for more than 11 years on active duty as a U.S. Navy SEAL at SEAL Teams Eight, Five, and Three, and has a Bachelor of Arts degree in International Security and Conflict Resolution and a Master of Science degree in Homeland Security, both from San Diego State University.

E. Darlene Bullock was appointed as the Executive Director of the U.S. Department of Homeland Security (DHS), Office of Small and Disadvantaged Business Utilization (OSDBU) in January 2020. She had served as the OSDBU Deputy Director since June 2015. Ms. Bullock is responsible for implementing the Department’s small business procurement programs across DHS’s $18 billion procurement operation, which awards over $6 billion each year to small businesses.
Ms. Bullock joined OSDBU in January 2011 as the Program Manager for several small business programs to include: 8(a), small disadvantaged, and women-owned. As a Desk Officer, she provided technical procurement and small business support to four DHS operational contracting offices.
Before joining OSDBU, Ms. Bullock was a Division Director and Contracting Officer in the DHS, Office of Procurement Operations (OPO). OPO is one of the largest procurement divisions in DHS obligating about $4 billion a year. Her division was responsible for supporting the Office of the Secretary and other high-visibility offices at DHS Headquarters. Ms. Bullock oversaw and managed the award process of the first DHS-wide Program Management, Administrative, Clerical, and Technical Services (PACTS) Indefinite Delivery Indefinite Quantity Contracts, which were set-aside for service-disabled veteran-owned small businesses (SDVOSBs). PACTS had an estimated value at $1.5 billion. The award of PACTS I enabled DHS to meet and exceed its three percent SDVOSB goal for the first time in Fiscal Year 2010. DHS continues to meet or exceed the SDVOSB goal.
With over 28 years of experience in procurement, federal assistance, and acquisitions management, Ms. Bullock has held leadership positions at several Federal and local agencies including DHS, U.S. Agency for International Development, U.S. Department of Commerce, District of Columbia Government, and the U.S. Army.
Ms. Bullock began her acquisition career with the U.S. Army successfully completing the Department of Defense contract specialist intern program. She was a Certified Federal Contract Manager with the National Contract Management Association and maintains her FAC-C Level III Certification in Contracting. She has completed various Federal Executive Leadership Courses throughout her career. She has an undergraduate degree in Agricultural Business and Resource Economics from the University of Maryland, College Park, and an MBA in International Management from Southeastern University.

Jaclyn Rubino serves as the Executive Director of the Department of Homeland Security (DHS) Strategic Programs Division (SPD) within the Office of the Chief Procurement Officer (OCPO) where she oversees the Department’s Category Management and Industry Engagement efforts. Ms. Rubino is a recognized leader in Category Management across the Government where she is widely sought after for her strategies and accomplishments in driving more efficient buying behaviors. In February 2016, Ms. Rubino was named by the Office of Management and Budget as the first Government-wide Security and Protection Category Manager responsible for developing and implementing government-wide strategies that align with established category management principles and methodologies.
Ms. Rubino previously served in numerous positions at DHS, most recently serving as the Director of the Strategic Sourcing Program Office. Prior to her Federal Career, Ms. Rubino served as a Principal with E3 Federal Solutions for several years during which time she consulted on DHS procurements.
Ms. Rubino holds a Master’s Degree in Business Administration from the George Washington University, and a Bachelor’s Degree in Business Management with a concentration in Political Science from Roger Williams University. Ms. Rubino was a co-author of an article published in the Fall 2005 Journal of Organizational Ethics: Healthcare, Business and Policy. She has received numerous awards for her professional efforts while at DHS including the Federal 100, DHS Management Directorate Partner of the Year Award, and the Multiple-Award in Government and Industry Conference (MAGIC) Small Business Engagement Award.
Carl Ghattas
Senior Vice President, Law Enforcement & Immigration

Carl Ghattas is the Senior Vice President of Law Enforcement & Immigration at Booz Allen. His teams support clients in the areas of risk management, performance improvement, cybersecurity, data analytics, strategic planning, and innovation support.
After Carl retired from the Federal Bureau of Investigation (FBI) in July 2018, he led the U.S. government and public sector cyber practice as a managing director at Ernst & Young. In this role, he and his teams developed strategic plans to address ongoing cyber risk and to meet regulatory and compliance requirements. In more than 20 years at the FBI, Carl was deeply involved in directing the agency’s efforts in counterterrorism, counterintelligence, and weapons of mass destruction.
Carl has received numerous awards including the Presidential Rank Award for Distinguished Service, the Attorney General’s Award for Distinguished Service, and the Exceptional Achievement Medal from the Office of the Director of National Intelligence.
Carl earned a B.A. from Duke University and a Juris Doctor from Washington University in St. Louis.
Dan Smith
Vice President and General Manager, Homeland Security Sector

Dan Smith serves as the Vice President and General Manager of the Homeland Security Sector at General Dynamics Information Technology (GDIT). In this role, he leads more than 1,500 professionals in delivering critical solutions across AI, cybersecurity, cloud computing, 5G, biometrics, digital transformation, and post-quantum cryptography to support essential government missions.
Over the past decade, Dan has held significant leadership positions at various top systems integrators and cybersecurity firms. Before joining GDIT in April 2024, he served as Senior Vice President, Federal at ZeroFox, where he led the public sector business in extending security beyond traditional perimeters and addressing emerging threats. Previously, he was President of Public Sector operations at LookingGlass Cyber Solutions, providing actionable threat
intelligence for critical national missions.
Prior to this, Dan held several roles at ManTech including Vice President of Strategic Initiatives and Vice President of the Homeland Security Division, where he managed substantial operating results and large teams, focusing on cybersecurity, IT automation, and advanced data analytics for numerous federal agencies. His leadership in the Continuous Diagnostics and Mitigation (CDM) program notably enhanced the cybersecurity posture of over 65 federal agencies.
Earlier in his career, Dan served as a Technologist and Systems Engineering leader for several small companies including Knowledge Consulting Group, GovPlace, and GTSI, where he focused on bringing advanced technology solutions to government clients across the Federal Civilian, Defense, Law Enforcement, and Intelligence Communities.
Dan’s career is characterized by his strategic vision, ability to drive business outcomes, and commitment to building teams that excel in protecting national security. His extensive experience in the federal IT and cybersecurity sectors underpins his dedication to creating a safer world through innovative technology solutions.
John P. Woods
Vice President & DHS Client Executive

Mr. John P. Woods currently serves as the Vice President and the Department of Homeland Security (DHS) Client Executive for CACI International, Inc. As the DHS Client Executive Mr. Woods coordinates CACI's presence across the areas the Homeland Security marketplace with strategic focus on the capabilities within the lines of business at CACI. Building on an existing portfolio of work, Mr. Woods provides a leadership role in formulating and executing the overall strategy and plan for mission related solutions.
Mr. Woods came to CACI after a 29-year law enforcement career and several years in other corporate DHS mission focused endeavors. Much of that time focused on Immigration enforcement, border security, and tactical national security initiatives and programs. Mr. Woods’ law enforcement career concluded as Assistant Director for U.S. Immigration & Customs Enforcement (ICE) where he oversaw Homeland Security Investigations’ investigative, regulatory, and technological programs targeting transnational national security threats. Mr. Woods’ role provided strategic leadership in national security, immigration control, border security, and related policy development.
In 1986 Mr. Woods began his law enforcement career for the City of New York. Subsequent to that, Mr. Woods accepted appointment as a Special Agent with the U.S. Immigration & Naturalization Service (INS), the legacy agency to ICE. Mr. Woods ascended through the ranks of INS and ICE to serve in multiple positions; Supervisory Special Agent (New York City, NY & Alexandria, VA), Section Chief (Miami, FL), Assistant Special Agent in Charge (Miami, FL), Unit Chief (Washington, DC), Deputy Assistant Director (Washington, DC), Special Agent in Charge (Newark, NJ), and Assistant Director (Vienna, VA).
During the course of his career Mr. Woods was the recipient of three INS Commissioner’s awards. Additionally, Mr. Woods was a recipient of an FBI Director’s award in 1994 and in 2000 the U.S. Attorney General Meritorious Award. Throughout his career Mr. Woods was involved with multiple large scale investigations that garnered national attention.
A native of New York, Mr. Woods holds a degree from Long Island University, C.W. Post College. He has made multiple appearances before U.S. Congressional committees in testimony, in addition to published articles and speeches related to his law enforcement mission.
Molly Broemmelsiek

Molly Broemmelsiek joins Government Executive with a demonstrated track record leading
revenue teams at B2B SaaS and information services companies and currently serves as the
Executive Vice President of Data Sales.
Most recently, Molly served as the chief revenue officer at The Block, a leading information
services brand in the digital asset space, where she oversaw sales, account management, and revenue operations.
Molly oversaw The Block’s rapid growth across its B2B subscription and sponsorship business
lines and was responsible for managing and growing The Block into a $20M+ business during
her tenure.
Prior to The Block, Molly was the vice president of sales of EVERFI. In this role, she oversaw
new client partnerships for EVERFI's Workplace Culture Network.
Molly also spent nearly ten years leading both sales and account management teams at
National Journal, a subsidiary of Atlantic Media Company. While at National Journal, she
helped to launch their Membership business in addition to their custom content platform. Before that, she worked in customer success at Cvent.
Molly is a graduate of the University of Virginia, and she lives in Washington, DC.
