Jim Ghiloni is a thought leader with more than 17 years of experience in federal government managing large-scale, complex programs and acquisitions. Jim is the “Father” of the Alliant and OASIS contracts. Jim has deep expertise in the areas of Business Development, Program Management, Customer Relations, and Federal Acquisition. His unique blend of acquisition and program knowledge as well as his varied and successful experience managing multiple enterprise procurements provide Jim with a keen strategic understanding of both Industry and Government and the intersection of the two.

Lawrence Hale is the Acting Deputy Assistant Commissioner for Category Management within the Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State, and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services, and solutions. In this role, Mr. Hale provides executive leadership over a broad portfolio that customer agencies use to buy more than $32 billion in IT products and services. These solutions include the Government-wide Acquisition Contracts (GWACs): Alliant 2, VETS 2, and 8(a) STARS III. His portfolio also includes the IT Multiple Award Schedule, Enterprise Infrastructure Solutions (EIS) and the USAccess shared services program. Larry’s guidance and oversight of the category teams ensure that GSA continues to play a critical role in the Administration’s IT modernization efforts to drive a more efficient and effective government for the American people.
Mr. Hale has held several diverse positions within ITC:

● Director, IT Security subcategory, and
● Director, Customer Engagement Division.
Mr. Hale was Chief Information Security Officer of Affiliated Computer Services, a Fortune 500 Information Technology company. Previously, he led the transition of the Federal Computer Incident Response Center, (FedCIRC) from GSA into DHS, where he served as Deputy Director of the National Cyber Security Division's Computer Emergency Readiness Team (US-CERT). In January 1999, Mr. Hale was the first military officer assigned to the National Infrastructure Protection Center (NIPC). He retired from the U.S. Navy as a commander in 2001. He has master's degrees in National Security and Strategic Studies from the Naval War College, and in Aeronautical Science from Embry-Riddle Aeronautical University. He is a Federal Computer Week, Federal 100 Award winner, a winner of the Association for Federal Information Resource Management (AFFIRM) 2016 Leadership Award, and was awarded the 2020 GSA Administrator’s Award for Excellence in Performance.

Ms. Amber Hart is the Co-Founder of The Pulse of GovCon. She received her Bachelor’s in Conflict Analysis and Resolution & Global Affairs from George Mason University (GMU). A skilled Federal Business Developer, Ms. Hart has 12+ years’ experience in all aspects of selling to the Federal Government. She is an active member of the Professional Services Council (PSC), the President of Women in Technology (WIT), and sits on the advisory board for the Center for Government Contracting at GMU. She brings critical knowledge and experience in navigating congressional and federal procurement data and sources, from legislation to appropriations and historical discretionary spending obligations, to The Pulse.

Ms. Lisa Shea Mundt is the Co-Founder of The Pulse of GovCon. She received both her Master’s and Bachelor’s in Writing, Rhetoric, and Technical Communication (WRTC) from James Madison University (JMU). Ms. Mundt has 12+ years in Federal Proposal Development and expertise regarding the overall Business Development Acquisition Lifecycle. Leveraging her experience, she is an instructor and presenter on conceptual topics as they relate to the Government Contracting industry. She is a member of the AFCEA Small Business Committee and a Chairperson of Women in Technology. Ms. Mundt uses her experience to help manage the strategic business direction of The Pulse and works closely with clients to empower their growth efforts.

Kim is a proven business executive with more than 25 years of federal and commercial management experience spanning Business Development, Capture, IT Operations, GWAC and Schedules Program Management, and Corporate Strategic Alliances. As former Managing Director of Strategy and Management Consulting, she managed a portfolio of clients spanning small businesses to large systems integrators, supporting business development strategy and organizational assessments. She has a proven dedication to customer relations and exceptional performance standards, providing solutions in the areas of Enterprise Management, CRM, Cyber Security, Applications Development, and Cloud Computing. Kim has also worked as a SME in Cloud Acquisition for GSA, and drove strategy for the access, acquisition, and adoption of cloud technology throughout the Federal Government.

Ms. Joanne Woytek is the Program Director for the NASA SEWP Program. Ms. Woytek manages the strategic direction, planning and day-to-day operations of SEWP - a premier Government-Wide Acquisition Contract (GWAC) providing Federal Agencies access to the latest in Information & Communication Technology solutions. Ms. Woytek is a 40+ year veteran at NASA. From SEWP’s inception, over twenty-five years ago, through to the present, Ms. Woytek continues to be the key figure in the continuing evolution of the program. Ms. Woytek is an ACT/IAC Fellow and Board member, an active member of the National Contract Management Association (NCMA), and Elected Customer Member Representative for The Open Group Governing Board. A few of the many awards Ms. Woytek has received while serving as Program Manager are the Acquisition Improvement Award, Customer Service Excellence Award, Group Achievement Award, The 2020 and 2016 Federal 100 Award. Coalition for Government Procurement’s 2014 Lifetime Acquisition Excellence Award, MAGIC 2013 Acquisition Excellence Award, and the Government Industry Cooperation Award. Prior to SEWP, Ms. Woytek supported NASA’s scientific missions focused on systems administration, database management, and user application programming.
