As the newest branch of the military, Space Force is quickly building out the infrastructure it needs to be an effective fighting force, which means rich opportunities for government contractors. Given that space is now a major warfare domain, Space Force needs robust command and control systems, resiliency, cybersecurity, and interoperability capabilities.

Space Force spent $12.3 billion with contractors over the last year across a broad range of products and services. These represent lucrative opportunities for large, mid-size and small businesses.

In this Power Breakfast, we explored what Space Force is buying and who they are buying it from. We heard from senior leaders who talk about their needs and strategies and how industry can contribute to the success of Space Force.

Maj. Philip “Phil” R. Duddles serves as Space Systems Command’s (SSC) Space Enterprise Consortium (SpEC) Program Manager within The Innovation and Prototyping Delta (SSC/SZI), Kirtland Air Force Base, New Mexico.

The major leads a team for the Department of Defense's
only space consortium Other Transaction Authority (OTA), managing cost, schedule, performance, and risk on up to $13.4B in programs consisting of 101 space prototype development projects. In this role he serves as the prime liaison between industry and the DoD on innovation and prototype requirements across 15 joint mission areas to inform future defense architecture and to reduce acquisition risk of future programs of record.

Maj. Duddles received his Air Force commission through the Reserve Officer Training Corps at University of South Florida in 2010. He has deployed to Al Udeid Air Base, Qatar, in support of operations ENDURING FREEDOM, SPARTAN SHIELD, and INHERENT RESOLVE. His staff assignments include Headquarters Combined Forces Command/United Nations Command/United States Forces Korea and Headquarters Ninth Air Force (Air Forces Central). Prior to his current role, Maj. Duddles led the SSC team that managed and developed the strategic plans for multi mission Long Duration Propulsive ESPA rings (LDPE-1/2/3a), ensuring mission success for 15 hosted and separable prototyping payloads.

Mr. Jeremy Leader is the Deputy Director, Commercial Space Office (COMSO), Space Systems Command (SSC), United States Space Force; newly expanded in 2023 and charged with enacting the paradigm shift to “buy before build” for all commercial space capabilities. Previously, as a civilian Senior Materiel Leader (SML), he was Deputy Director, Cross Mission Ground and Communications Enterprise (ECX), managing over $5 billion of space programs and a 520+ member organization; he was also the SSC lead for Air Battle Management Systems (ABMS), Kobayashi Maru—USSF’s premier software coding factory for Space Command and Control, and Cross Mission Data—which includes the Unified Data Library (UDL), Warp Core (Envision) platform, and artificial intelligence applications of space data. Mr. Leader was the Air Force Lead, Committee on Foreign Investment in the United States (CFIUS), where he also enabled rapid acquisition policy reform and modernization for the Deputy Assistant Secretary for Acquisition Integration, Office of the Assistant Secretary of the Air Force (Acquisition, Technology, and Logistics). Mr. Leader was the Defense  

Fellow for former Congressman Jeff Miller, and was also previously the Deputy Chief, Evolved Expendable  Launch Vehicle (EELV) Acquisition Branch, Launch Systems Directorate, Space and Missile Systems Center  (SMC) where he led a team to assure both competition and mission success for U.S. National Security Space  launch for the next 20 years. He has also served as the Executive Officer to the Executive Director of SMC.  Mr. Leader is currently working Warfighting Communications in HAF A2/A6 as a Lieutenant Colonel in the  Air Force Reserve and has previously deployed world-wide in support of multiple operations. Before his  civilian government roles, he worked six years with industry developing Supervisory Control and Data  Acquisition (SCADA) systems for NASA’s wind tunnels, fuel farms for the Navy and Air Force, co-generation  power facilities, and commercial refineries across the globe.  

 Mr. Leader holds a PMP, CISSP, Sec+, and Defense Acquisition certifications in Program Management  (III), Engineering (I), and Test/Evaluation (I). In his spare time, he enjoys reading, playing ice hockey, and  spending time with his wife Laura, an accomplished calligrapher, and their dogs Kepler and Tycho.
