Mr. Dale is a Veteran Naval Aviator that began his civil service career with the Army’s Secretariat staff in 2012 with ASA(FM&C). On November 22nd 2020, Bakari was the Army’s first African American Data Scientist appointed to Senior Level Tier-1 (BGEN equivalent). Prior to his appointment he served as a GS-15 Principal Data Scientist in the Army’s Office of Business Transformation (OBT), Undersecretary of the Army from February 2020 to November 2020. On August 1st, 2020 he was selected to stand up the Office of Enterprise Data Analytics (EDA). He leads and operationalized the Army’s Deep Green (DG) Data Science (DS) & Artificial Intelligence (AI) Competition, the Army’s Community of Interest (COI) for DS & AI, the Army’s Headquarters Analytics Lab (HAL) and Business Health Metrics (BHM) for the Army Enterprise. He is responsible for planning and coordinating capability requirements for business enterprise data analytics including Artificial Intelligence (AI), Machine Learning (ML), and Data Science (DS). He also serves as the Senior Advisor with responsibility for advising the Chief Management Officer; OBT Director; and other staff elements relative to portfolio management and planning for AI/ML/DS capabilities.

Susanne Hake is an SVP at Palantir. She leads US Government sales and software implementation across DoD and Civil accounts, delivering commercial software for analytical and operational outcomes. Ms. Hake was also the Program Manager for Palantir’s DCGS-A procurement and implementation effort.

Ms. Hake began her career at the National Security Council in the Office of Near East and North African Affairs and has supported numerous intelligence and DoD agencies doing analytics, strategy and consulting.

Ms. Hake has a Bachelors of Arts Degree from Duke University and a Masters of Business Administration from Georgetown University’s McDonough School of Business. She is a winner of the 2021 G2Xchange Leading for Impact, Women in Leadership award.

Ms. Gayna C. Malcolm-Packnett serves as the Interim Associate Director of Small Business Programs where she is the Principal Small Business Advisor to the Commanding General (CG), Army Futures Command (AFC). She is responsible for implementing the small business program plan throughout the command and by ensuring all small businesses, both traditional and non-traditional, are provided maximum practicable opportunity to participate in support of the Army’s modernization efforts. Additionally, she serves as the focal point for industry inquiries, including counseling and advising industry representatives on how to do business with AFC. Provides staff coordination and consultation to command elements, and other AFC personnel to facilitate successful engagements within AFC.

Currently, dual assigned as Assistant to the Director for the Department of the Army Office of Small Business Programs (OSBP) where she is responsible for the Mentor- Protégé Program. She serves as the Small Business Liaison for the Small Business Innovative Research (SBIR) and Small Business Transfer (STTR) programs as well as the HBCU/MI program.

Ms. Malcolm-Packnett began her career in private industry as an acquisition professional and later accepted a position in the Federal Government. She has worked as a contract specialist, cost/price analyst, branch chief, division chief, small business professional, procurement analyst, Interim Associate Director and Deputy to the Commander. Gayna retired from the U.S. Army Reserve after 30 years of faithful service where she also served in a variety of leadership roles in the Human Resource, Logistics and Acquisition career fields.

Ms. Malcolm-Packnett has an Associate, Bachelor of Science, and Master of Business Administration degrees. She is Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certified in Contracting and a member of the Army Acquisition Corps.
