Guy Torres is the Deputy Chief Procurement Officer for the Internal Revenue Service, where he provides executive leadership and direction on matters relating to the day-to-day operations of Procurement programs for the IRS, including planning, direction, coordination, and control. He oversees 500 plus Procurement personnel and 400 support contractors nationwide and provides leadership to manage the agency’s annual contract obligations of over $4.64 billion. Additionally, he is responsible for oversight for the IT contractual commitments of Treasury Departmental Offices and the Bureau of Engraving and Printing. Guy also provides executive leadership on procurement activities to support the historic $60 billion Inflation Reduction Act (IRA).

Prior to joining the IRS, Guy served as the Account Executive for Northrop Grumman’s $1.2B technology and service support portfolio supporting DHS. In that capacity, he drove business development and capture strategies to assist Northrop Grumman with customer engagement and execution of client deliverables.

Guy also served as the Director of IT Contracting at DHS, U.S. Customs and Border Protection, where he supervised the planning, acquisition, and contract execution of the largest IT acquisition portfolio in DHS, for more than five years.  

Guy is a graduate of the Capture Strategy Executive Program at the University of Chicago Booth School of Business, Senior Executive Fellows Program at Harvard University John F. Kennedy School of Government, and the Leadership for Senior Executives program at Harvard Business School. He is a former U.S. Marine Corps Officer, where he held numerous leadership and logistics officer positions supporting Marine and Joint Forces worldwide. He is a 1991 graduate of the United States Naval Academy.

He has more than 15 years of experience as a contractor and federal employee, leading and implementing UX efforts for agencies including USAID, Health and Human Services, Social Security and the Internal Revenue Service. Since June 2021, Brandon has served as the Chief of User Experience and Design in the IRS Office of Online Services, where his team supports design and research for a broad portfolio of digital products driving an improved taxpayer experience. Brandon is an advocate for building transparency and awareness of user-centered design practices to create a culture that is customer-focused, empowers cross-functional UX champions, and builds coalitions across the organization that allow designers to thrive.
