John W. Gill is the Executive Director of the Human Capital Data Management and Modernization organization at the U.S. Office of Personnel Management’s. HCDMM was established to lead the Government-wide use of human capital data as a strategic asset through innovations in human capital service delivery models, interoperable data management and decision support analytics and tools.

John is also co-leading the strategy and execution of the Federal Human Resources Capability Improvement initiative.

John began government service in 2013 as the Chief Human Capital Officer for the Department of Health and Human Services (HHS). He joined OPM in 2017 as the Assistant Director of the Center for Leadership Development. CLD provides leadership and professional education and project-based learning programs to executive branch agencies. John oversaw CLD’s early-stage government-wide development programs. Additionally, he led the OPM CLD team that conducted the preliminary research on the current training, development and engagement practices in climate adaptation and sustainability across government.

John joined the federal government after rising to executive positions in human resources and administrative management at both Rolls-Royce plc and Lockheed Martin Corporation.

John earned his B.A. at Columbia University and M.B.A. at Florida Technical University. He is an adjunct professor with the Georgetown University Master’s program in Human Resources.

As the Director of Strategy and Operations at Serco, Albert Moseley leads a group of consultants providing subject matter expertise across a range of disciplines, including Human Capital, Leadership Development, Organizational Design, Requirements Analysis, Program Analysis and Scheduling, and Mission Support.  He also leads Serco's human capital community of interest, driving innovation and product development to improve service delivery for Federal government agencies.  In his 13 years with Serco, he has also served as a senior consultant and project manager, leading dozens of projects for multiple Federal customers in the areas of organizational design, human capital management, process improvement, program analysis, and requirements.  Mr. Moseley is a retired US Marine Corps Officer whose experience includes a tour as a strategic planner at HQ Marine Corps, and multiple tours as an AH-1W pilot and China Foreign Area Officer over the course of 24 years. Mr. Moseley holds a BS in Management from Park University, an MA in National Security Affairs (Asian Studies) from the Naval Postgraduate School, and is certified as a Senior Certified Professional, from the Society of Human Resources Management.

Kristen Vaughan is a Managing Director at Accenture Federal Services, leading the Operations Growth Platform. She brings over 20 years of experience in strategy, digital transformation, HR systems, deployment, delivery, and processes improvement. Her work at Accenture has centered on large scale business transformation efforts to prepare organizations for new processes and technology through transformational change.

Ms. Vaughan works across the federal sector with clients to understand technology, process, and workforce challenges and help solve issues in mission critical space such as Cloud, Cyber/Security, and HR. Her primary area of focus has been in the Department of Defense with clients across the Armed Services, the Intelligence Community, and the 4 th Estate. She combines her extensive technology and delivery experience with business strategies to help solve key issues for clients.

Ms. Vaughan earned a Bachelor of Business Administration degree in Information Technology from The College of William & Mary. She is a certified Project Management Professional (PMP), Certified Change Management Professional (CCMP), and an International Coach Federation (ICF) certified coach focusing on one-on-one and group coaching for executives. She serves on boards in the Northern Virginia area including Leadership Center for Excellence and
Easterseals Bright Stars Committee. Ms. Vaughan lives in Arlington, VA with her husband and 3 kids and enjoys running, playing soccer, cooking, and cheering for the Washington Commanders, Nationals, and Capitals.
